What areas do we serve in Kingston, Canberra?
Kingston's Garden City Heritage Precinct
The heritage precinct covers housing on Kingston Sections 15, 16 and 17, bounded by Dawes, Howitt, Kennedy and Leichhardt streets and Burke Crescent. It holds Kingston's detached Garden City cottages, and the ACT Government notes it is the only part of Kingston's housing that has not been redeveloped for strata-titled units.
Strata-Unit Housing Across the Rest of Kingston
Outside the precinct, Kingston's housing is mostly strata-titled units.
Kingston Foreshore
Kingston Foreshore is one of the parts of Kingston we serve.
The Causeway
The Causeway began as an early workers' settlement, with older, largely public housing centred on the ACT Heritage-registered Causeway Hall. It is the first area of development within the government-led East Lake urban renewal area, starting with Causeway Precinct North.
Kingston Property Conditions That Affect Concrete Work
Kingston's H44 heritage precinct (Kingston Sections 15, 16 and 17) has its own controls on driveways, paving and site works. These controls apply only to properties within the precinct.
Driveways and Verge Crossings in the Heritage Precinct
If you are planning a concrete driveway or driveway removal on a precinct block in Sections 15–17, the heritage controls set firm rules and preferences.
These rules are firm:
- Strong textures such as stamped concrete are not permitted on driveways or verge crossings.
- Bright colours, including bare or exposed aggregate concrete, are not permitted on driveways or verge crossings.
- Shared or paired verge crossings must stay in their original location and width.
- Single-frontage blocks are limited to one verge crossing.
- Driveways must follow the crossing location, close to the nearest side boundary.
These are preferences rather than firm rules:
- Driveways should be a single vehicle wide, under 3.6m, between the front boundary and the building line.
- Subdued charcoal or earthen tones are preferred.
- Gravel, brick, clay or concrete pavers, or bitumen, are the preferred materials.
- Bitumen is the preferred surface for verge crossings.
Some driveway rules apply across the whole ACT. You need ACT driveway approval to add a driveway, modify one or add a second driveway. In a heritage area, ACT Heritage approval comes first. Like-for-like replacement with plain concrete does not need design approval. On precinct blocks, though, it may conflict with the bitumen preference for verge crossings, so check before work starts.
Paths, Patios and Slabs on Heritage Precinct Blocks
On precinct blocks in Sections 15–17, at least 40% of a residential block must remain planting area. Planting area means land not covered by buildings, parking and manoeuvring areas or other impermeable surfaces.
Hard surfacing between the building line and the front boundary should be avoided, other than paths and driveways. These rules affect concrete patio slabs, concrete footpaths and concrete slabs on precinct blocks.
Site Preparation, Excavation and Trenching on Heritage Precinct Blocks
On precinct blocks in Sections 15–17, trees must be protected during development. This affects site preparation, site excavation and trenching services:
- Vehicles, equipment and materials must not be parked or stored within tree drip lines or on the reserve.
- Verges must not be used for long-term parking of vehicles, trailers or equipment.
- Verges must not be used to store building or landscaping materials.
Basement Entries and Concrete Demolition on Heritage Precinct Blocks
On precinct blocks in Sections 15–17, basement parking entries are permitted only where:
- the dwelling's structural stability is assured;
- the entry and ramp are not prominent in the streetscape; and
- the top of the decline is not forward of the dwelling.
These conditions apply to bulk excavation for a basement entry.
Total demolition of identified dwellings in the precinct is not permitted, except in exceptional circumstances. One example is a structurally unsound dwelling, supported by a professional structural assessment. Our demolition services are concrete demolition, slab demolition and concrete breaking. We do not offer house demolition.
Properties Outside the Heritage Precinct
Most of Kingston's other housing is strata-titled units. The heritage precinct controls above do not apply there. The ACT-wide driveway approval rule still applies, as it does across the ACT.
These points summarise the ACT Heritage Register entry for the precinct and ACT Government driveway rules. They are not legal or compliance advice. Before work starts, confirm current requirements with ACT Heritage or the planning authority, and with Transport Canberra and City Services.

Common Questions About Concrete Services in Kingston
Can I have an exposed aggregate or stamped concrete driveway in Kingston's heritage precinct?
Within Kingston Sections 15–17, strong textures such as stamped concrete are not permitted on driveways or verge crossings. Bright colours, including bare or exposed aggregate concrete, are not permitted either, and the stated direction is subdued charcoal or earthen tones. Confirm current requirements with ACT Heritage before work begins.
Do I need approval to replace or add a driveway in Kingston?
Under ACT-wide rules, you need approval to add a driveway, modify one or add a second driveway. In a heritage area, ACT Heritage approval comes before the driveway application. Like-for-like replacement in plain concrete does not need design approval, but on precinct blocks it may conflict with the bitumen preference for verge crossings, so check with ACT Heritage and Transport Canberra and City Services first.
Do the heritage precinct rules apply to all of Kingston?
No. They apply only to Sections 15, 16 and 17, bounded by Dawes, Howitt, Kennedy and Leichhardt streets and Burke Crescent. Most other housing in Kingston is strata-titled units.
Are there limits on concrete patios and paths on Kingston heritage precinct blocks?
Yes. On precinct blocks in Sections 15–17, at least 40% of the block must be kept as planting area, free of buildings, parking areas and other impermeable surfaces. Hard surfacing between the building line and the front boundary, other than paths and driveways, should be avoided.
Can concrete be demolished or a basement entry excavated on a Kingston heritage precinct block?
On precinct blocks in Sections 15–17, a basement parking entry is permitted only if the dwelling's structural stability is assured, the entry is not prominent in the streetscape and the top of the ramp is not forward of the dwelling. Total demolition of identified dwellings is not permitted except in exceptional circumstances. Our demolition services are concrete-specific, covering concrete demolition, slab demolition and concrete breaking, not house demolition.
